CONSULTANT BIOGRAPHIES
Liza Greenberg, RN, MPH (back to top) Liza Greenberg, RN, MPH is an experienced health policy consultant providing services to health care organizations and national health care trade associations. Her special interests include disease management, performance measurement, quality, prevention and public health. She works with clients on activities including policy and proposal development, project implementation, committee support, analysis and writing, and strategic planning. Ms. Greenberg formerly was Vice President of Research and Quality Initiatives at URAC, a nonprofit national accreditation organization for health care. Ms. Greenberg's responsibilities included development of new initiatives on performance measurement and health improvement for managed care organizations. She created and managed projects in the areas of medical management, disease management, preferred provider organization quality, patient safety, and performance measurement. She was project director on major grants from organizations such as the Robert Wood Johnson Foundation, the Agency for Healthcare Research and Quality, the Commonwealth Fund, and private corporations. Prior to joining URAC she held director-level positions with America’s Health Insurance Plans and the Association of State and Territorial Health Officials, and interned in the U.S. Senate Committee on Health. She has published numerous articles for trade and scholarly journals on health care, quality and patient safety issues. Ms. Greenberg received her BA and BSN from the University of Pennsylvania, and an MPH from the Johns Hopkins University School of Hygiene and Public Health.
Linda Shelton, MA (back to top) Linda Shelton began her consulting career in May 2006 with assignments in several areas of health care, including pay-for-performance, quality of care measurement, patient-centered care and the medical home, and medication therapy management. Her clients include Cisco and the Silicon Valley Pay for Performance (SVP4P) Consortium, the National Committee for Quality Assurance (NCQA), TransforMED, the national demonstration program of the American Academy of Family Physicians (AAFP), and Med-Vantage, Inc. Prior to consulting, Linda spent 13 years with NCQA, including eight years as Assistant Vice President, Product Development. She directed the development of Physician Practice Connections (PPC) and the operation of PPC and NCQA’s Diabetes Physician Recognition Program and Heart-Stroke Recognition Program. NCQA’s lists of recognized physicians are used often for pay-for-performance for physicians and quality information for consumers. She also led NCQA's work for Bridges to Excellence and for the Integrated Healthcare Association’s (IHA) Pay for Performance program in California. She directed the work of several NCQA advisory panels with national leaders from physician organizations, health plans, employers and government, as well as focus groups of consumers. Linda has served as a speaker and task force participant for many national organizations, recently including the 2007 Health IT Summit and an expert task force for the HHS Agency for Healthcare Research and Quality (AHRQ) on pay-for-performance. Prior to 1993, Linda worked in consumer health education, managed care, IT and public health. She has a master’s degree in health care administration from George Washington University and a bachelor’s degree from Tufts University.
Jeffrey Goldstein MD, MS, FACHE (back to top) Jeffrey Goldstein is an internationally recognized consultant with over 2 decades of experience in senior administrative and clinical management for hospitals, ambulatory care centers and long term care facilities as well as extensive consulting experience in both the provider and payer segments of the industry with a focus on the 'medical management payer practice. He provides analytic and operational consulting expertise related to medical management, optimizing the quality of healthcare, improving clinical efficiencies and integrating interdisciplinary evidence-based medicine programs into an organization. Jeffrey has been an active voice in the healthcare community on the importance of quality and efficiency. He has spoken on this subject before numerous professional meetings including the American College of Healthcare Executives (ACHE), the New York Association of Homes and Services for the Aging (NYAHSA) and the Gartner Group’s national conference on new technologies in healthcare. He has authored several white papers and on the importance of using healthcare quality information to guide the consumer in making educated, appropriate choices when selecting both a hospital and a physician including “The Importance of Matching Quality to Outcomes in Acute Care”, “Approaches to Using Healthcare Data Warehouses to Measure Quality”, and “Incorporating Administrative Data to Improve Quality and Patient Safety in the Acute Care Setting”. After receiving his medical degree, Jeffrey completed his residency training in Family Medicine at SUNY-Stony Brook –Community Hospital at Glen Cover. He also has a B.S. degree from SUNY Buffalo in Electrical Engineering and M.S. in Biomedical Engineering from the University of Connecticut. He is a Fellow of the American College of Healthcare Executives and has served as the national chairperson for the ACHE Physician Executive Group
Sam Lin, MD, PhD, MBA, MPA, MS (back to top) Samuel Lin received his MD and PhD from the Oregon Health Sciences University and is a member of the Alpha Omega Alpha Medical Honor Society. His other degrees include a BS (Seattle Pacific University), MS (Oregon State), MPA (Troy State University) and MBA (Johns Hopkins University). He began his professional career as a US Public Health Service (PHS) Commissioned Officer in the US Department of Health and Human Services (DHHS) and received exceptional capability promotions to the ranks of Captain and to Rear Admiral. From his first assignment as a General Medical Officer in the US Indian Health Service (IHS), he next headed the IHS Physician Branch. Later, he headed the Office for Europe, DHHS Office of International Health and served as the US Executive Secretary for Joint US Health Commissions with the former USSR, Poland and former Yugoslavia. He was appointed DHHS Deputy Assistant Secretary for Health from 1981 to 1992. During this time, he also served as Acting Director of the National Center for Health Services Research (now Agency for Healthcare Research and Quality), as Acting Director of the Office of Minority Health and as Chair of the Special Committee to Investigate the FDA’s Center for Veterinary Medicine. He also served on various policy committees of DHHS Under Secretaries and FDA Commissioners and as an ex-officio member of a number of NIH Advisory Councils. From 1992 until 1994, he served as Acting DHHS Deputy Assistant Secretary for Minority Health and then as Senior Advisor to the DHHS Deputy Assistant Secretary for International Health focusing on Asian-Pacific Rim and US-Mexico Border health issues. After leaving Federal service, he joined the then-Upjohn Company as Executive Director for Federal Medical Affairs. He established new business relationships and marketing opportunities in diverse arenas including the healthcare of military beneficiaries. He subsequently established The Lin Group, LLC and serves as a proprietary consultant or project director for domestic and global healthcare ventures in areas such as health care management and administration, biomedical research and development, biomedical technology and transfer, pharmaceutical and device approvals, health information technology, health management and administration, health facility financing and construction, alternative and complementary medicine and applied technologies in counter-bioterrorism and homeland security. While in Federal service, he co-founded several organizations (the Asian Pacific Islanders American Health Forum, the Association of Asian Pacific Community Health Organizations and the Asian Pacific Nurses Association). He has served, or currently serves, on Boards of the United Spinal Association, Daiichi Sankyo, Inc., Military Officers Association of America, National Capital Area Epilepsy Foundation, China Foundation, Inc., Hepatitis Foundation International, Rock-Asia Capital Group, Ltd., Omega Systems Group, Inc., National Military Family Association, as Commissioner and Vice Chair of the Maryland Health Services Cost Review Commission and as Commissioner and Chair of the Maryland Community Health Resources Commission. He serves as the American Medical Group Association’s Alternate Delegate to the American Medical Association.
Renee Turner-Bailey, MHSA (back to top) Renee Turner-Bailey, MHSA is an experienced health care professional with more than 20 years of experience in a variety of capacities within the health care system. Her consulting services focus on: health policy; health care quality evaluation, reporting and improvement; decision support; and health care benefits design and implementation. Renee brings practical skills and experience in the areas of health care quality, disease management, disability management and targeted population health interventions, and has extensive experience working with organized labor. She has recently worked with clients in designing and developing programs to evaluate and mitigate disparities in care. Ms. Turner-Bailey was previously a senior consultant for Ingenix, where she was responsible for leading employers, health plans and customers through evaluation, strategy design, intervention, and measurement processes. Prior to that, she spent eight years with Ford Motor Company within the health care benefit organization, where she oversaw efforts to create and disseminate information that consumers could use to make more informed decisions about their own health care. Efforts included providing quality information on health plans and hospitals to employees, implementing an online interactive tool for employees to compare and choose health plans, an interactive tool for employees to evaluate and improve their own care, and providing face-to-face communication on specific health care issues. She has been a frequent presenter at national conferences on her work in health care quality improvement and disease management. Ms. Turner-Bailey holds a Bachelor of Arts in linguistics and a Master of Health Services Administration degree, both from the University of Michigan.
Marilyn Wolff Diamond, MS (back to top) Marilyn Wolff Diamond, MS, is a health care consultant in private practice. She provides project development and management services for clients with particular interests in health care quality, health policy, reproductive medicine and public health issues. Her expertise includes research and analysis, oral and written communication, and all aspects of project management. Additionally, Ms. Diamond is a skilled facilitator with proven ability to bring together diverse stakeholders to reach common goals. She also assists clients with grant applications. Prior to launching Diamond Health Consulting, Ms. Diamond was the Director of Quality Initiatives at the New York Business Group on Health (NYBGH), where she managed the Multi-Payer Physician Data Reporting Project, One Voice, a program which brought together diverse stakeholders to increase depression screening and treatment in the employed population and was the local leader for national initiatives such as the Leapfrog Hospital Survey and the eValue8 health plan evaluation. Ms. Diamond also represented the NYBGH on various advisory boards including the New York State Prevention Agenda and the New York City Department of Health and Mental Hygiene’s Primary Care Information Project. Earlier in her career, Ms. Diamond worked for over a dozen years in reproductive policy and education in various roles, including Director of Consumer Education at the March of Dimes, National Manager of Patient and Professional Programs at the Huntington’s Disease Society of America, and as a genetic counselor. She provided consultant services to Planned Parenthood, the Juvenile Diabetes Research Association, Pfizer, The Hastings Center, and others. Ms. Diamond received a Master of Science in Health Policy and Management from the Harvard School of Public Health.
