Guy D’Andrea, President and Founder

Guy D’Andrea founded Discern Consulting in 2004.  Since that time, Mr. D’Andrea has worked with leading health care organizations nationwide – including The Leapfrog Group, Bridges to Excellence, the National Business Coalition on Health and the American Pharmacists Association – to design, implement and evaluate pay-for-performance and value-based purchasing programs.  Mr. D’Andrea specializes in assessing the return on investment from these programs and has built ROI models for several clients.

 

Before founding Discern, Mr. D’Andrea spent seven years as a vice president at URAC, where he developed accreditation standards for PPOs, utilization management organizations, case management organizations and consumer-directed health care.  Before joining URAC, Mr. D’Andrea spent five years working on managed care policy issues with the American Association of Health Plans (now AHIP) and the Maryland Association of HMOs.

Jessica Roth, Senior Consultant

Jessica Roth has more than nine years’ experience in project management, data analysis and statistical modeling. Since joining Discern Consulting in 2007 as a senior consultant, Ms. Roth has supported clients with pay-for-performance and value-based purchasing needs.  Most recently, she assisted with the redesign of a national pay-for-performance program.  While at Discern, Ms. Roth has also developed models and case studies related to the sustainability of health information exchange and analyzed public policy on a variety of value-driven health care initiatives, including Medicare’s proposed hospital value-based purchasing and Chartered Value Exchanges. 

 

Before joining Discern Consulting, Ms. Roth served as senior director of federal health policy at Strategic Health Care, a leading health care government relations firm in Washington, D.C. She was responsible for helping clients achieve strategic objectives by analyzing Medicare payment policies and performing data analysis. Prior to joining Strategic Health Care, Ms. Roth served as senior associate at The Lewin Group in both the Health Care Finance and Applied Economics practice groups. She focused on outpatient prospective payment systems and performed community benefit assessments for prominent U.S. health care systems.  

 

Ms. Roth also spent five years at Booz Allen Hamilton, where she gained experience in strategic planning, performance measurement, training and business process reengineering. 

 

Ms. Roth received her undergraduate degree in sociology and anthropology from Colgate University and earned a Master in Public Health with a focus on health care management and policy from Yale University.  She currently serves on the board of Shady Grove Adventist Hospital in Rockville, MD. Allison Doyle, Project Manager

Since joining Discern Consulting in early 2006, Allison Doyle has worked on a variety of client projects, including the Leapfrog Hospital Rewards Program, the Bridges to Excellence physician pay-for-performance program and the HealthMapRx community pharmacy-based program. She coordinates pay-for-performance implementation and outreach activities in communities across the country. Ms. Doyle has experience in stakeholder coordination and communication, organizing special events and conferences, developing program toolkits and outreach materials and managing program implementations in various markets. 

 

Ms. Doyle received a bachelor of arts in communication, with a concentration in advertising and public relations and a minor in Spanish from Loyola College in Maryland. She also studied international communications and reporting in Italy. Click here to view Ms. Doyle’s CV.

 

 

Dominic Cirincione, Policy Analyst

Dominic Cirincione joined Discern Consulting in 2007 as a policy analyst. Currently, his major projects involve several of Discern’s clients. They include the administration and maintenance of NBCH’s Value-Based Purchasing Committee and URAC’s development of accreditation standards for employer wellness programs in the marketplace.

 

Mr. Cirincione received an undergraduate degree in political science and sociology and a Master in Public Policy with a health care policy concentration from the University of Maryland, Baltimore County. He currently attends the University of Maryland School of Law, where he is a candidate for Juris Doctor.

Blaine Hastings, Project Coordinator

Blaine Hastings became a member of the Discern Consulting team in early 2008. As a project coordinator, he supports client projects and Discern’s internal operations. Mr. Hastings assists with communications, marketing, financial and data analysis, project planning and timeline management for national healthcare programs.

 

Most recently, Mr. Hastings worked as a senior sales recruiter at Maxim Healthcare, where he managed a flu immunization program and assisted with company recruitment and training.

 

Mr. Hastings graduated from James Madison University in May 2007 with a bachelor of business administration in management and a minor in communication. He is a member of the Beta Gamma Sigma business honorary society.  Click here to view Mr. Hasting’s CV.               

 

 

Katherine Files, Marketing Manager

In 2007, Katherine Files joined the Discern Consulting team as marketing manager. She is responsible for managing Dicern’s marketing and public relations activities, including marketing materials development, media relations and business development.

 

Before joining Discern Consulting, Ms. Files worked as a senior account executive at McNeely Pigott & Fox, a leading public relations agency in Nashville, Tenn. She created communications strategies, coordinated events, developed grass-roots campaigns and executed public relations activities for health care, government and business clients.
